Buffalo, NY (WBEN) A former Erie County Executive says he's encouraged by a recent report on legalizing marijuana in New York, but is afraid the Empire State is already behind the eight ball.

"The governor has finally released a study that suggests marijuana for adult use would be an appropriate thing for New York, and I agree with that wholeheartedly," says Joel Giambra, who's been pushing this for years. "The economic opportunities that could come from revenue generated from adult use is a great opportunity, and stopping the black market for it is something that should have been done years ago,"

But Giambra warns approval may be too little, too late for the state to score a jackpot from pot. "Canada's doing it, Massachusetts is doing it, New Jersey is doing it, and we're going to be left behind. It's unfortunate this governor has dragged his feet on this," says Giambra.

He adds there will be a tug of war on the details that still need to be worked out.
